Dear Referees.

Tempus fugit - time flies.

Already the first quarter of BCL Regular Season 2021/2022 games are complete. In front of us, during November, we have a high number of BCL games along with European Qualifier games for the FIBA Basketball World Cup 2023.

Firstly, I would like to say thank you to all offIcials of the eight BCL GD 04 games for your good performances. We had several interesting games with nice basketball and players' demonstrating high levels of performance which created some exciting actions. For the Referees, as partners in these games, we can say that our officials presented the standard level of the performances.

However for the first time this season, we had a mistake in the last action of a game. This mistake harmed on the final score. (Game, Kalev vs. Oostende. The last offensive action, incorect no -call after a foul in act of shooting - landing). This has left us all with a bad feeling - the Crew, Video Observer and me. More important than our internal feelings, is the knowlwledge that we have created a wrong final result. This situation has to be a big alert for us all; that we must perform the best possible service for our teams. It is assumed our BCL Referees, after the first quarter of BCL Season, should be at their optimal performance level, ready to provide top performances for every game, quarter, minute and second. This no-call decision surprised me, it happened at a time when high concentration and readiness for any situation are to be expected. The situation is very instructive for us, but very painful for the team that lost the game.

From the Video Observers, I am receiving very positive feedback regarding cooperation between Referees and Video Observers. Your feedbacks are honest, with details and recognition of what should be tasks for your improvement. I hope you have recognized the Video Observers' approach to supporting you in a positive way.

Some technical aspects were received from the Video Observers:

UF CRITERIA

In total, in eight games, we had five UF called.

One UF - wrong decision, no IRS usage.

IRS USAGE

In six games we used IRS. All with authorized use. The initial decision changed four times.

POINTS FOR IMPROVEMENT

We have four categories:

a) IOT and Mechanics

- long-distance calls

- calls from a closed angle

- unnecessary calls out of the area of responsibility

- unnecessary rotations

- no close down usage

b) CRITERIA

- too many marginal calls in several games

- fake being fouled - still a problem

c) FITNESS READINESS

Surprise me that in one game, VO recognized that Referee is not in proper physical shape. It can be also connected with the motivation to be the best possible performer.

d) GAMES' PROTOCOL

Small detail, TV presentation before the start of the game.

I am sure that you know that after the teams' presentation comes the Referees' presentation. Please, keep your concentration with regard to this element. We have had several times, in the first 39 Games, that some of you didn't care about the Presentation's Protocol.
