WEEKLY REPORT - Round of 16 - 1

Dear Referees.
Behind us
is the first round of the L16 stage. I wish to share with you, that we feel, we
have had a good beginning to this important part of our Competition. From the
collected Video Observers' Reports, I can see that our level was between
standard and above-standard officiating. In 8 games we had 11 standard marks,
and 13 above standard marks. This is a very positive step forward and shows your
hard work is coming to fruition, as we move to the start of the L16 Round.

Regarding your performances, my expectation, and the target I challenge you to achieve, is to have considerably more above standard marks for the remainder of the BCL Competition. ABOVE STANDARD and VERY GOOD, should be, and needs to be, our 'standard'. Now, in the L16 Round, we will have our better teams, we will have higher level of the games, and much easier, in some respects, for us to officiate.

TO IMPROVE
1. DOUBLE WHISTLES
Double whistle in 80% of situations means:
- we have no TRUST in our partners in their primary
- lack of concentration.
- no control of my primary.
- no respect of fundamentals.
- poor usage of decision Protocols.
- not a good job and image at the end of the day.
Every round we have talked about DW. After each game, you have personal feedback regarding points for improvement. All our Video Observers try to support you, that YOU will be better, and that WE will be proud of YOU.
2. ACTIVE MINDSET
An active mindset to:
- recognize what teams are playing.
- set criteria as soon as possible.
- recognize the moment the game changes.
- be ready for conflict situations.
- respect the fundamentals.
- avoid marginal calls.
IRS USAGE
An interesting point in the IRS usage area is that in this round, in 8 games, we have a total of 20 situations of IRS usage. Our Coaches had 5 HCCs, the Referees had 15. All situations ended with the correct final decision and made through the proper IRS Protocol. The average time consumption per one review was - 2'15''.
IRS USAGE - HCC
Four times we have requested in the last 2 minutes for review to identify the player who caused the ball to go out-of-bounds. In all four situations, our Referees corrected the initial decision. The fifth case was a review of the possible upgrade of a PF to UF. The initial decision was not changed and remained a personal foul.
IRS USAGE - REFEREES

One significant point is the correction of the out-of-bounds decisions. From the total of 7 decisions we corrected 6. Whilst this is good support from the IRS, everyone must be more focused and ensure we have the correct communication inside our Crew.
UF CRITERIA
The total number of UF decisions in this Round was 6, all correct decisions. One situation was incorrect not called UF (was no call).
This is our 'standard' average per game, 0.75 per Game.
OTHER CLUB COMPETITIONS
A lot of you, from our FIBA Elite group, are receiving nominations for the FEC, ELW, and ECW Competitions. This is not a punishment, this is because you have a priority to be nominated over other FIBA Referees from Europe, also it will help keep in shape, and sharp, for when you receive your BCL nominations.
Unfortunately, we have had 2 games in the last two weeks where the officiating level of our, BCL Referees was below the standards we have established for our competition. For me, this is very painful, and unacceptable, to receive several clips with big mistakes made by BCL, FIBA Elite Referees. Maybe you see these as less important Competitions, but I assure you that I do not. These mistakes were totally against the efforts made by the entire BCL officiating family. This is not the first time I have talked about performance levels in other Competitions, but I hope this will the last time I have to raise this point with you. For many of you officiating in the BCL, your performances in those games are a qualification for the nominations in BCL. Now in the FEC, ELW, and ECW we have the final, intensive part of the season. I am expecting that you, our Elite Referees, will be positive role models for the entire officiating community in Europe.
